The Lake Emma Township Board of Supervisors Regular Meeting of January 02, 2024

was called to Order by Chairperson Brian Behrens at 7:00 pm, at the Town Hall. The

Pledge of Allegiance was recited. Present Brian Behrens, Tony Platz, Brian Long, Nan Iles, Jeff Adolphson, Gene Hanson, Justin Long and Terry Long.

 

CHANGES OR ADDITIONS TO AGENDA – Roof quote, Intrepid Road, Fire Contract shall be placed under concerns from the floor.

 

Motion by Brian Long to approve the Clerk’s report of December 05, 2023, seconded by Tony Platz.  Motion carried.

      Did some plowing and sanding to try to combat the icy storms we have been receiving   lately.

      Finished the brush cutting on Intrepid Rd

      Began brush cutting on the southern end of Green Pines Rd.

      Moving into the new year, we are on the winter maintenance schedule. We will also       continue using the mini-excavator and brush cutter to clear the right-of-way of any brush             that is hanging into the roads as long as the weather is cooperating.

 

      Contract for Road Maintenance.  Board discussed contract.         

      Motion by Brian Long to approve the Road Contract for Snow Plowing, Grading. Salt and    Sand per Contract. Seconded by Tony Platz. Motion Carried.   

 

      Motion by Brian Long to allow Long Construction to do Emergency Work up to $1000.00. Seconded by Tony Platz.  Motion Carried.

 

      Motion by Tony Platz to allow Brian Long to approve Long Construction up to       $25,000.00 for emergencies.  Seconded by Brian Behrens.  Motion Carried.

     

      Brian Behrens discussed his conversation with Troy Gilchrist. Discussion followed.

     

      Brian Behrens will contact the parties on Intrepid regarding the road improvement.      A matter will be discussed at the February meeting.

 

      Gene Hanson submits the summary for the Healthy Lakes Grant Program.

      Healthy Lakes is requesting $10,800.00 for 2023 instead of $12,000.00.  The board agrees `     to the lesser amount.

 

      Motion by Tony Platz to award $10,800.00 for the Lake Emma Watercraft Inspections.          Seconded by Brian Long. Motion carried.

Road Report – Justin Long submitted the road report as follows:     

Some snowplowing and sanding roads. We were also able to take advantage of the warm weather and scrape the ice and snow off the paved roads.

Continued with the brush cutting on Green Pines Rd.

Continuing into February, we are still on the winter maintenance schedule. We will also continue using the mini-excavator and brush cutter to clear the rights-of-way as long as the weather keeps cooperating.

 

Ron Jacobson questions if Holly Road will be paved in the future.  Brian Long discusses Holly and Intrepid. Brian discusses the future of Holly. 

 

Brian Behrens stated he did speak to some landowners on Intrepid regarding paving the road Questioning if they would like to go forward with the petition if the grant did not come through.

 

Brian Behrens discusses Sentence to Serve.

Motion by Brian Long for the equipment fund for sentence to serve in the amount of $1100.00. Seconded by Tony Platz.  Motion carried.

 

Brian Long discusses the meeting with The Fire Department for the Fire Contract.  Brian suggests we look at the Bill closely before we pay it.

 

Motion by Brian Long for Resolution 24-03 for Election Judges for the March 5, 2024, Election. Seconded by Brian Behrens. Tony Platz abstained.  Resolution 24-03 on file.

 

Discussion regarding a Moderator for the Annual Meeting.

Motion carried. Road report submitted by Justin Long for the month of February. Spent a few hours sanding roads due to a small ice/rainstorm. Finished the brush cutting on Green Pines Rd. We also used a woodchipper and chainsaws to manually cut back the trees next to Vagabond Village and hedges along the houses. Completed the brush cutting on Ginger Dr. Completed the brush cutting on 250th (Ojibwe access rd.). Continuing into March, we are still on the winter maintenance schedule. The next roads we would recommend to the board for brush cutting would be Hunter Rd and 270th from Co. 4 going west all the way to the dead end. We are also keeping an eye on the weather and if it cooperates, we plan to start grading the roads earlier than usual. Discussion followed regarding cutting brush along the roads. Discussion for the next roads to be brushed. The board discusses the use of Durablend, 1 mile section of Holly and Intrepid for gravel preservation. Motion by Brian Long to contract with Hubbard to do two experimental sections of road for a total of 2 miles. Long Construction will provide feedback on product performance. Seconded by Brian Behrens. Motion Carried. The Board discussed the Levy for 2025. A suggestion from the Board is to raise the General Fund Levy to 130,00.00. Seconded by Tony Platz. Motion Carried. Road Report by Justin Long or March - Plowed and sanded all roads, thanks to a late season snowstorm. Finished the brush cutting on Hunter Rd. Graded the roads before the snowstorm hit. We were not able to grade the base one roads due to the lack of moisture, but we will continue to monitor them and grade them as soon as we can. Continuing into April, we are somehow still on the winter maintenance schedule. We finished the brush cutting on Hunter and started brushing on 270th. As the snow melts, we can start up on the grading again and hopefully start getting ready for crack sealing. Brian Long discusses an email he received regarding trees being cut. Discussion followed. Brian Long discusses the experimental use of Durablend on Holly and Intrepid. Gayle and David from Widseth will put together the next steps that will need to be taken care of. Discussion followed. Cindy Feela has questions regarding who would be paying for the paving of the road. Leroy Condin states there is a tree on Holly leaning over the road. Long construction will be taking care of it. Fire Contract was discussed. Brian Long discusses a couple issues with the Fire contract. Motion by Tony Platz to approve the Fire Contract in the $47,863.01, Seconded by Brian Long. Motion carried. The supervisors will set up a meeting with the Park Rapids Administration Department to discuss the Fire contract. Jed Nording represents Moore Engineering company. The company is based Out of North Dakota and branching into Minnesota. Civil Engineering firm. Brian Long discussed Gartner Construction for the Building work being done this summer. a. Discussed Cd Rates from Northwoods Bank, Northview Bank and Citizens National Bank. 

Northview Bank’s CD rate is the best at this point.

 

Motion by Tony Platz to cash in the Mature CD at Citizens National Bank for a 100-day CD at Northwoods Bank. Seconded by Brian Long. Motion Carried.

 

Motion by Brian Long to transfer $50,0000 from The Road and Bridge Fund to the General Fund.  Seconded by Tony Platz. Motion Carried.

 

Road Report by Justin Long states Finished the crack sealing on Hunter Rd.

Completed the brush cutting on Hunter Rd and most of 270th.

Started the regular grading schedule and graded all the base one roads.

Finished sweeping all the blacktop roads.

Continuing into May, we are getting things ready for the summer season. We will continue with the regular grading and hit the base one roads when the weather allows it. We will also finish the brush cutting on 270th and with the board's approval, I would recommend also doing the section of 270th that goes east of County #4 along with Greysen Dr and Haywood Dr. Depending on scheduling, we might also be able to complete the gravel on 195th that was postponed last fall due to the change in seasons. 

 

Discussed crack sealing.  Discussed brushing on township roads.

Discussed finishing graveling 195 this summer.

 

Brian Long discusses Intrepid Road, Grant funding and status on the project.

Dave Reese discussed state aide project fund number stating it has been requested.

Next step will be to step up a meeting with Troy Gilchrist.

Motion by Brian Behrens accept the Widseth Assistance with Assessment Coordination proposal with a contract amount of $8000.00. Seconded by Tony Platz. Motion carried.

 

Motion by Tony Platz for Brian Long to coordinate with Widseth as needed for support with Intrepid Road project investigation. Seconded by Brian Behrens. Motion Carried.

 

Capital Planning – Brian Long discusses putting together a Capital Improvement plan.

Subordinate Service District of May 13, 2024 The Lake Emma Township Board of Supervisors Regular Meeting of 13, 2024 was called to Order by Chair Brian Behrens at 7:00 pm, at the Town Hall. Members present: Supervisors Brian Behrens, Tony Platz, Brian Long, Clerk Nan Iles, Caleb Strandl, Dave Reese, Troy Gilcrest. Brian Long questions for Troy Gilcrest. Regarding the Resolution provided to the Board. Brian questions trust and PUD landowners. Subordinate Service District rules. Limit to landowners how have property on the road. Widseth will create exhibit and deliver to Brian Long for review and transmission to Attorney. Troy Gilchrist will prepare the petition and will define the parameters as rebuilding of the road and future major maintenance. Troy stated that minor maintenance like plowing, crack sealing, etc. would remain as part of normal maintenance and funded by the Road and Bridge fund. Brian Long questions the resolution for the Subordinate Service District. Resolution to determine voting eligibility should include language on ownership when Trusts and or PUD’s are involved. Troy Gilchrist will update and return to board prior to June 4 Board meeting. The attorney stated that the boundary can be revised after the petition is received at the discretion of the board Brian Behrens questions if they can adjust the boundary after the petition is signed. Tony Platz questions if we need to include the DNR or State. Troy stated we would exclude them. Troy stated he would write the petition where each owner pays equal portions. Brian Long questions bonds. Brian Long requests Troy to send the board a list of financial advisors. Troy discusses check list for the Subordinate Service District. Brian Long questions the term life of a loan, Troy stated that length of term for loan can be as long as 20 years. Engineer stated that typically 10 years is used. Brian Long questions Legal costs. Troy stated that he works on an hourly basis. Typical cost to set up a Subordinate Service District is $5000 to $6000. He bills on a hourly basis at 6 minute intervals. The hourly rate is between $250 and $260. Troy will be sending a Draft Petition, Caleb is doing an exhibit and sending it to Brian Long to approve and send on to the board members and Troy. Nan will contact Kaye Rave regarding the special Election Dates. Long asked the attorney if the assessments are by front foot or by owner. Troy stated they are by owner regardless of the amount of front footage along the road. Troy Gilchrist will provide township with a Bonding company contract. Tentative Schedule of project was discussed: June Meeting Resolution on Voting Petition from attorney for residents to begin process of gathering signatures. At least 50 percent required to pass. July Meeting Receive Petition certify vote If approved, set public meeting for within 30 days. August Board Meeting Certify Vote 60 days for 25% request for election After this is complete have can proceed with project. Meeting adjourned. 6:00 p.m.

SPRING ROAD TOUR May 21, 2024, 3:30 PM Present Supervisors Brian Behrens, Tony Platz, Brian Long, Clerk Nan Iles and Terry Long. Those presents departed the town hall at 3:45 pm. 250th – New gravel last year, finished the project this spring. Hunter- New paving 2023 project Haywood Dr – Brushing Glacier – reviewed brushing Grouse Road- Future Brushing to be done in the fall. Greyson – Gravel and brushing to be done this year. Green Pine – Garnet – discussed dead trees and stumps, also discussed rock removal. Gasparilla- Future brushing Holly – Brushing, North Holly – Gravel 270th – Gravel Cemetery – reviewed damage from skunk’s last fall Intrepid road was toured and discussed. Indigo – Reviewed Brushing from last fall The road tour ended at the Townhall at 5:30 pm.

Normal grading when the moisture allows it. The rain has allowed us to grade the base one roads more this year than all last year.

Continuing into June, we will continue with the regular grading and hit the base one roads when the weather allows it. We will also begin the gravel work on the roads discussed on the road tour with approval by the board.

Brian Long discussed Intrepid Road and the type of township roads we have.

Brian Long stated we had complaints last year on our Base 1 roads. We contracted for estimates on both Intrepid and Holly.  Brian Long discussed the LRIP grant.  Brian Long discusses the Subordinate Service District meeting from May 13th, 2024.  Brian went over the meeting from the 13th with the residents at the meeting. Residents questioned the possible costs.  Brian Long discussed the possible costs.

Brian Long stated the Board has questions regarding the Resolution.

Brian Long questions the signature for Blazing Star LLC. Blazing Star LLC would get 1 vote.

Who would sign for the State and the County?  Typically, they do not sign, the tax forfeited would not be able to be collected. The county would be able to be accessed. The board would like to take the tax forfeited out of the petition.

Motion by Brian Long to adopt Resolution 24-04, Resolution Regarding the Administration and Processing of Subordinate Service District Petitions.   Seconded by Tony Platz.  Motion carried.

Brian Long questions petition. 

Nan Iles clerk asked if it was ok for 1 of the board members to go over the returned Petition before Verifying it.

A resident asked what the petition is.  Brian Long explains the petition and voting on the petition. If you are voting yes, you are for the petition.

Spent some time cleaning up trees due to a couple of storms that came through the area.

Residents questioned who gets assessed.  Residents question approximate cost to the residents, Brian Long states at this point an estimate may be $ 16,000.00 - $ 20,000.00.  Several factors can change the amount the residents would be responsible for.

Now that we are getting into the fall season, I would also recommend that we begin brush cutting some of the busier roads before the snow hits. I would start with Holly Rd, Grouse Rd, and Granite Dr, since the brush has really grown thick on these three roads this year.

Terry questions if they should gravel the middle section of Holly with Base 1 this fall.  The Board agrees with the request to add new gravel.

Resident questions a missing speed limit sign on Holly. The Board approves the replacement of the speed sign.

 

Intrepid Road nothing new.  No petition has been filed at this time.

 

Brian Behrens states he received a complaint about the tree trimming on Haywood Dr. 

Brian Long will send a tree trimming policy to the Clerk. The policy will be discussed at the October Meeting.

Hello, here are the things we worked on in Lake Emma Township in September:

Due to the very dry conditions, we were only able to do some light grading.

Started the brush cutting on Holly Rd.

Did some spot graveling on 280th to fix some washed out areas.

Installed new gravel and Base One on Holly Rd (Northern half going from the lake to the 270th intersection).

Finished the second round of ditch mowing.

Ordered a couple of replacement signs for Holly Rd

Moving into October, we will continue with the regular grading and keep monitoring the base one roads, including the sections with the Durablend on them. As soon as we get enough moisture, we plan on prioritizing grading the base one roads. We will also start getting things ready for the upcoming winter.

Resident questioned the corners on Intrepid if they could be graded or more gravel added to the corners.  Discussion followed.

Discussed placed signs on the road around the curves. 

 

Fall Road tour shall be scheduled for October 22nd at 3:30 pm.

 

A resident called to complain that their road was graded.

 

Brian Behrens received a call from a resident on Haywood Road.  A resident complained about tree trimming done on their road.  Discusses the damage done on his road. The resident would like the tree trimmed to make it look better.  Discussion followed.

 

Morrie Erickson questions deadline. Brian Long states we cannot put a deadline on the petition. Discussion followed.

 

Discussion regarding the tree trimming policy.  Discussion regarding adopting a tree trimming policy.  Matter tabled until November meeting.

 

Dave Delahunt – HRA/ EDA– Discussed the economic development for the area. 

Discussion followed.  Discussed signing the resolution to Op in for the HRA/EDA resolution.

 

Motion by Brian Long regarding Resolution 2024-09 Resolution Electing to Participate in the Economic Development Area of Operation of the Hubbard County HRA-EDA.  Seconded by Tony Platz.  Motion carried.

Fall Road Tour October 22, 2024

 

 

            The Fall Road Tour commenced on October 22, 2024, at 3:30 pm.  Present Supervisor Brian   Behrens, Tony Platz, Brian Long, Clerk Nan Iles and Terry Long

 

            Hunter Road discusses turn around. Proceeded to Haywood Dr viewed tree trimming.

Grouse Road is next on the list for tree trimming this fall. After Grouse Road we viewed the tree           trimming on Garnet and proceeded to Green Pine Rd. The was n next roads to discussed was Green Pine, Gasparilla.  The road tour then proceeds to Holly to review the Dura Blend and spot graveling on 280th. 

The last road on the road tour was Intrepid to review the Dura Blend portion of the road.

 

            The Road tour ended at 5:15 pm.
