The Lake Emma Township Board of Supervisors Regular Meeting of January 04, 2022

was called to Order by Chairman Brian Behrens at 7:00 pm, at the Town Hall. The

ROAD REPORT

      We have spent all our time plowing and sanding roads, due to all the snow         we keep          receiving. Plowed the town hall five times

We received the wrong sign to replace on Glacier Rd. Waiting for the new one to come in and we will change it as soon as possible.

As we move into 2022, we will continue with the winter maintenance schedule. We will focus on snowplowing, sanding, and keeping the roads clear of any trees that the snow takes down.

Jeff Adolphson discusses Hunter Road. Jeff suggests tight blading, Jeff states we leave the shouldering be done by Long Construction. Jeff states he will send his estimate to the board later this evening.  If we are going to piggyback on to the county we should get

A plan together.  Matter will be discussed at the February meeting.

The Lake Emma Township Board of Supervisors Regular Meeting of February 08, 2022, was called to Order by Chairman Brian Behrens at 7:07 pm, at the Town Hall.  The Pledge of Allegiance was recited.  Members present: Supervisors Brian Behrens, Tony Platz, Blake Johnson, Clerk Nan Iles, Treasurer Jeff Adolphson, Rita Rolando and Justin Long.

Road Report by Justin Long states another month of frequent snowstorms, causing us to spend most of our time plowing and sanding roads. We also went out with the loaders to open the turnarounds for snow storage.

 

Tony questions if they have noticed any crack sealing coming up on Grouse Road.  Justin stated he has not noticed any at this time. 

Tony questions testing being done regarding dust control by Hubbard County. Jeff stated the County has been testing different products.

 

Brian questions piggybacking our resurfacing projects with the county. Jeff stated he would be able to put together a estimate for the project.

 

Motion by Brian Behrens that the County Highway Department to prepare a contact for service for a resurfacing plan for the Intrepid and indigo approximately 1.7 miles, pavement marking to be included in the contract, Engineering and inspection to be done by the Hubbard County Highway Department, shouldering to be done by others.  Seconded by Blake Johnson.

 

Brian Received two separate Electrical quotes.  Motion by Tony Platz to take the accept the bid in the amount of $1275.00 from Kopkie Electric.  Seconded by Brian Behrens. Motion carried.

 

Motion Brian Behrens by to approve paying to pay Hubbard County Sentence to Serve $1223.75. seconded by Blake Johnson. Motion Carried.

Road Report – Justin Long submitted the road report as follows:     

Once again, we are spending most of our time cleaning up after the constant snowstorms that 2022 keeps bringing. In between snowstorms, we also spent some time cleaning up turnarounds and intersections for visibility and using the loader to widen some of the roads that have become narrow due to the tall snowbanks.

Plowed the town hall 5 times

Moving into March, we will continue focusing on snowplowing, sanding and keeping the roads clear of any trees that the snowstorms take down. We will also plan on scraping the paved roads whenever the weather allows it and will begin using the graders to wing back the tall snowbanks to make room for any additional snow we receive.

 

 Levy discussed. Jeff states we are spending 5% over.

Boards suggested amount for General Fund $100,00.00. Road and Bridge to $260,000.00.

 

Discussed Coronavirus State and Local Fiscal Recovery Funds.

 

Motion by Brian Behrens moved the adoption of the following Resolution – Resolution 2022-02 for the State of Minnesota has been redistricted. Seconded by Tony Platz. Motion Carried.  Resolution 2022-22 on file.

 

Bruce Rolando discusses Healthy Lakes donation. Discusses amount of money AIS receives.

LAKE EMMA TOWNSHIP ANNUAL MEETING MINUTES

MARCH 8, 2022

 

The 2022 Annual Meeting was called to order by Township Clerk Nan Iles at 7:00pm with the Pledge of Allegiance.  There were approximately 30 residents in attendance.  Motion by Bruce Rolando, seconded by MaJeana Hallstrom, to elect Nan Iles as Moderator; motion carried.

 

Motion by Jim Miller, seconded by Ben Englund to waive the reading of the minutes from the 2021 Annual Meeting; motion carried.

 

Motion by Bruce Rolando, seconded by Sarah Smith, to waive the reading of all checks written and received and receive a synopsis from the Township Treasurer; motion carried.  Jeff Adolphson summarized the balances, receipts and disbursements for 2021 showing an ending balance for all accounts of $642,272.47. Motion by Bruce Rolando, seconded by Gene Hansen, to accept the Year End Audit Report; motion carried.

 

Brian Behrens presented the Road Report, stating that of the 33 miles of township roads, 11 are paved, which have a 20- to 25-year life span before requiring resurfacing.  He stated that while Hunter, Indigo and Intrepid Roads are next in line for resurfacing, the Board is exploring piggybacking on the County 7 road work this year to resurface Indigo and Intrepid; resurfacing Hunter Road to be postponed until next year at the earliest.  A resident questioned the “Private Drive” sign pointed on Hunter Road; Behrens said he will look into it.

 

The current General Fund Levy is $95,000 and the Road & Bridge Fund Levy is $250,000.  The Board is recommending the residents increase the levies for 2023 to $100,000 (General Fund) and $260,000 (Road and Bridge Fund) due to several anticipated expenditure increases (fire contract, assessor contract, road projects, etc.).  Nan Iles noted that the levy has not been increased since at least 2015.  Motion by Bruce Rolando, seconded by MaJeana Hallstrom, to set the 2023 General Fund Levy at $100,000 and the Road & Bridge Fund Levy at $260,000; motion carried.

 

Motion by Sarah Smith, seconded by Ben Englund to select the Park Rapids Enterprise for publishing township notices; motion carried.

 

Gene Hansen presented a funding request for $10,800 for the Healthy Lakes Initiative, claiming that Lake Emma Township has the largest number of major lakes in Hubbard County and receives most of its real estate tax revenue from Lake Shore properties, which is impacted by water quality.  Bruce Rolando questioned whether this donation was authorized, outlining the Minnesota Association Townships guidance on statutorily-authorized donations.  Rolando further noted the small percentage of Minnesota Department of Natural Resources funding that is spent on Aquatic Invasive Species (AIS) activities.  A resident claimed lakefront property owners were concerned with people infecting lakes in the township, and that while the focus has been on AIS in recent years, the original intent of the program was to keep township lakes healthy.  Rolando recommended the Board check into the legality of the donation.  Motion by Gene Hansen, seconded by Larry Hutchins, to provide $10,800 in funding to the Healthy Lakes Initiative; motion carried.

 

Representatives from organizations requesting donations/funding presented information in support of those requests to residents.  NOTE: The Board voted to set maximum financial support at seven percent of the General Fund Levy ($7,000, based on the $100,000 approved levy). Bruce Rolando noted that with the Healthy Lakes Initiative donation, the township is actually spending nearly 18% of its budget on donations.  Jeff Adolphson noted that the Healthy Lakes Initiative was initially presented to the Board as a separate grant program.  He added that the seven percent maximum was a recommendation by the Board in order to keep donation expenditures at a reasonable level.  Motion by Bruce Rolando, seconded by Ben Englund to set the donation maximum five percent of the General Levy Fund ($5,000 for 2023), restrict donations to organizations/entities that receive state/federal/municipal funding (later rephrased to include the Healthy Lakes Initiative) and that any funding provided must benefit residents of Lake Emma Township.  After much discussion and dissension by residents wanting to specifically exclude the Healthy Lakes Initiative from any such limitations imposed on other donation-seeking. Organizations, Ben Englund rescinded his seconding of the motion and the motion subsequently died for lack of a second.

 

Motion by Dennis Aanenson, seconded by Dan Mitchell, to approve the following donation requests totaling $5,900.00 for 2023 (pending confirmation that the library donation is confirmed to be authorized):

Nan Iles noted that under Minnesota Statute, Section 365.10, subsection 1-189, the Township Board is authorized to change any of these resident-approved numbers as necessary.

 

The next Annual Meeting will be held on March 14, 2023 at 7:00pm at the Lake Emma Township Hall.

 

The Board of Appeal and Equalization meeting will be held on May 6, 2022 at 9:00am at the Lake Emma Township Hall.

 

Ben Ingram asked about requiring in-person voting; Nan Iles stated this had already been approved at the December 2021 meeting.

Road Report by Justin Long here are the things we worked on in Lake Emma Township in March.

While we still spent some time plowing snow, we also started seeing the warmer temperatures come in. We then used the graders to scrape the snow off the roads to get them to dry out faster.

Moving into April, we are hopefully nearing the end of the snowstorms and winter maintenance. Once the weather calms back down, we also plan on starting back up on the ditch clearing with the brush cutter and to start getting things ready for crack sealing. 

Brian stated a resident talked to him about Hunter Road and the culvert.

We will tour Hunter Road on the Spring Road Tour.

 

Jeff Adolphson discusses the paving projects this upcoming year.  We are piggy backing our project with Hubbard County. The Bids will be open on April 13th, 2022.  Jeff discussed the estimates and plans submitted by Hubbard County.  Brian questions the unit price.

Terry Long questions Jeff about reinforcing the swampy area on Indigo.

Terry discusses Crack Sealing questioning if the Board wants them to reseal the roads that are cracking. The Board would like the integrity of the roads maintained.

 

Sentence to serve was questioning if they should pick up the flowers left over from last year.

 

Survey tabled until May meeting.

 

Spring Road Tour May 3rd.  4:30 pm.

 

Brian had a resident questioning if we would be able to hand count the ballets at the election time.  The County supplies the ballet counting machines we use.

 

Donna Hill has questions regarding Gasparilla if we are turning it back to gravel.  Also concerns of Gartner Construction doing construction in the area.

Bruce Rolando submits a letter to the Board regarding the Financial support given each year.

Road Report – Justin Long

Due to some late season snowstorms, we spent some time plowing the blacktops and scraping the gravel roads to get them to dry out a bit faster.

Plowed the town hall 1 time.

Used the mini-excavator and brush cutter to clear the brush on Hector Rd.

Spent some time grading once the weather allowed it. We were also able to get over the base one roads and make them smooth again.

Moving into May, we should be done with the winter maintenance schedule and moving into regular road maintenance and graveling the roads that the board approves on the road tour. Our plan is also to begin crack sealing soon and continue with using the brush cutter to clean up the ditches.

 

Tony questions crack sealing, Terry stated they survey the roads and do the worst ones first.

Brian Long discusses Hunter Road, discussed the culvert by Hermit Lane.  Would like a solution to the culvert.  Discusses putting a new culvert in Hermit Lane.  Terry discusses the end of Hunter Road.  Terry stated he would look at the problem. Terry will bring possible solutions to the board next month.

 

Jeff discusses the bids for Intrepid and Indigo. The County approved the Bid from Mark’s Sand

 

Motion by Brian Behrens to Approve the Mark’s Sand and Gravel estimate for $172.977.62. Seconded by Tony Platz.  Motion Carried.

 

Heidi Anderson – Thomas SWCD – discusses Water Shed.  Also discusses the Nitrate Testing on the 1st Friday of the month.

Tony questions Heidi regarding the Crow Wing Water Shed.  She states the SWCD will be working together on projects with each other and each county.

 

Survey – Tony discusses the Survey from Benson.  States our parking lot is in the right of way.

                 Board discusses the survey.  Board discussed hiring an attorney to make sure                                          everything is ok virus contacting MATIT.

We have graded everything 1-2 times and will continue the normal grading schedule as the weather allows. We also got over all the base one roads in the beginning of May. Crack sealed the town hall. Fixed potholes on Hunter Rd and Indigo. Due to quite a few windy days and some decent storms, we spent more time on cutting fallen trees off of the roads and right of ways. Moving into June, we will continue the normal maintenance schedule and will monitor the base one roads until we have enough moisture to grade them. We will also continue cleaning up road ditches and right of ways with the mini-excavator and brush cutter. Justin stated they started Crack sealing. Stated the highways are holding up very well. He does feel the new sealant it a better product. Tony asks Justin to check Intrepid for trees that may be ready to fall. Blake questions Holly Road, large hole. Spring Road Tour minutes reviewed. Motion by Tony Platz to approve the Spring Road Tour Report, seconded by Blake Johnson. Motion Carried. Jeff updated the Board on County Road 7 paving will begin. Indigo and Intrepid will begin around the 23rd of June. The Board agrees to continue to maintain Indigo to the end. It would benefit the driveway. Road report – Justin Long

Hello, here are the things we worked on in Lake Emma Township in June:

Graded all the gravel roads 1 time. We also received just enough moisture to grade the South end of Holly Rd before it got too dry. We will continue to monitor the base one roads and grade them when the conditions allow.

Due to another busy month of severe weather, we spent more time than usual cleaning up trees that had fallen into the driving lanes. The hardest hit roads were Indigo and Green Pines, although almost every road had at least one tree down. Most debris were cut and pushed off the road into the right of way to be cleaned up later.

Used the mini-excavator and mulcher to clean up the brush hanging into the road on the North section of Holly.

Moving into July, we will stick with the normal maintenance schedule and will keep an eye on the base one road so we can grade them as soon as we can. We will also continue cleaning up road ditches and right of ways with the mini-excavator and brush cutter.

 

Brenda Larson is questioning dust control on the North end of Holly Rd.  Discussion followed.

Road Report – Justin Long submitted the road report as follows:     

Graded all the gravel roads. We were also able to grade all the base one roads with the exception of the North end of Holly before we ran out of moisture. We will continue to watch them and grade them whenever the weather allows.

Finished the brush cutting on the far North section of Holly Rd.

Dick Carman discusses the problems since the new pavement on Indigo. He is wondering if the trenching will be filled in.  Scott Carman also was discussing the danger of no shoulder.  Justin states they will be shouldering the road. Residents questioned what they will be using for graveling shoulders.  Justin states they will be starting the shouldering very soon. Tony requests it be ASAP.

Bill questions who is responsible for cutting the trees back.  States there is a large tree on the shoulder of the road on Intrepid. Justin states he will look at it tomorrow.  Tony received a call from a resident

Stating they did not fill in the holes prior to paving. Areas in the road are holding water. 

 

Tony discusses the Hubbard County Township meeting and the lack of Road Maintenance.

Survey will be tabled until September.

Cindy Feela submitted paperwork and a request regarding the dust on Intrepid.  She stated something needed to be done.  The board reviewed the documents. The board will be looking into a solution regarding the dust issue.

 

Brian discusses Verbal Resignation from Blake Johnson via phone.  The board will be looking for a replacement for Blake. 

 

November meeting and canvas Board meeting dates shall be discussed at the October meeting.

Road report – Justin Long

Work Completed for the month of September

Normal grading on the gravel roads when the weather allowed it.

Installed new gravel on the West half of Glacier Rd.

Did some spot graveling on 280th.  A few of these areas were washed out and making the road impassable.

Cleaned up the culvert on the end of Hunter Dr.

Moving into October, we will be continuing the normal maintenance schedule which includes grading the base one road whenever the conditions allow. We will also be starting the 2nd round of mowing soon.

 

Bruce Rolando questioned the reason for mowing? Questions the trees in the ditch. Terry stated the did pick up a new mower. Also stated they have a brush cutter which they have been using.

Terry stated is more of a Township policy.  Discussion followed.

 

Brian suggested putting off the Road Tour.  We will not have a Fall Road Tour.

Jeff Adolphson asked if the board would like the County to put together for Hunter Road.  The board will approve the County putting a proposal together for Hunter Road.  Long Construction will be doing the Shoulder on this project.  Jeff discusses the bill for that will be submitted by the County for the work on Indigo and Intrepid.  We should have a final bill next month.

 

Tony Platz was able to contact Eric Marts.  Tony informed them if they had any questions to contact Roger Zahn.  Matter tabled until November meeting.

 

Request from Robb Swanson for Township Resolution to allow on sale Liquor License for Zorbaz In Park Rapidz.

Brian states we have a few different people interested in Blake’s vacancy.  He will have each interested party answer three questions to get to know the parties better. Brian requested anyone who is interested submit their answers by October 24, 2022.

Discussion regarding the CD at Citizens National Bank, The Board decided to just leave it at Citizens National Bank.

 

Road Report – Justin Long submitted the road report as follows:

Normal grading on the gravel roads. Due to some rain, we were also able to grade the South end of Holly Rd and 270th before the moisture dried up.

Finished the second round of ditch mowing.

Cleaned up the 2nd culvert on Hunter Rd. This one was completely clogged, but we were able to get most of the silt out of it.

Moving into November, we will be focusing on getting the roads ready for the upcoming winter. This includes grading whenever possible to crown up the roads and hitting the base one roads if the weather allows.         

 

Brian Behrens questions Haywood.  Justin stated he has been down it a couple times.  He was able to grade the road.

 

Mike Lichter from the DNR Forestry discusses the Potlatch Land.  Mike states they sold the land years ago to TCF.  Mike states the State is trying to Acquire the acreage then move it to public land (State Forest Land).   Jeff questions if there is access to the minerals.  Discussion followed.  The Board is in favor of the State Acquiring the land.

 

Motion by Brian Behrens that we support The DNR in acquiring the TCF land for forestry land. Seconded by Tony Platz. Motion carried.

Durablend Chloride, Jeff states it cost $1.23 a gallon.  Jeff discusses how the product works.

Lake Emma Township Regular Meeting Minutes

Of December 6, 2022

 

The Lake Emma Township Board of Supervisors Regular Meeting of December 06, 2022 was called to Order by Chairman Brian Behrens at 7:00 pm, at the Town Hall.  The Pledge of Allegiance was recited. Members present: Supervisors Brian Behrens, Brian Long, Clerk Nan Iles, Treasurer Jeff Adolphson, Justin Long, Gene Hanson, Bruce Rolando and Rita Rolando.

 

Changes and additions to Agenda: Hunter Road, Grouse Road Complaint

 

Motion by Brian Behrens to accept the Clerk's Regular Meeting Minutes of November 01, 2022.  Seconded by Brian Long.  Motion carried.

Motion by Brian Behrens to approve the Treasurer's Report for the Month ending November 30, 2022.  Seconded by Brian Long.  Motion carried.

 

Jeff discusses using ARPA funds for the Hubbard County Bill for Intrepid, Indigo Road Project.  The Board approves using the ARPA for the Intrepid, Indigo Road project. 

Jeff stated the County will be holding a hearing regarding contracting through County.

Road Report – Submitted by Justin Long

Did some end of season grading before the cold weather set in.

Have done a fair amount of snowplowing and sanding due to the frequent, yet small snowstorms we received early in the month.

Plowed the town hall once.

We noticed some signs have gone missing on Gaspirilla Dr. First, a speed limit sign, then a little while later a Stop sign and a Yield sign. Since the posts were left alone, I'm guessing that they were stolen.

Moving into December, we are into the winter maintenance schedule. We will focus on snowplowing and sanding when needed.

Discussion followed regarding the missing signs.  Brian Behrens will file a report with the Sheriff’s Department.  The board approved replacing the three signs.

Justin stated they left the roads until the roads froze.  Received an Email complaint regarding Grouse Road. Brian stated he received two calls with complaints about roads this last month.

Durablend shall be tabled until the January meeting.

Jeff discusses the Hunter Road Project. We would be able to piggyback with the Hubbard County Road 7 project.  Makes some suggestions we also have the county do the shouldering.  The Hunter Road project will be .7 miles.  Discussion followed. 

 

Motion by Brian Behrens to move forward with working with the County for Hunter Road project in 2023. Seconded by Brian Long.  Motion carried.

 

Discussion regarding Mantrap Township Get Around Rd. They would like to take over the plowing for Get Around Rd and we would do the summer grading.  Discussion followed.  Justin will contact Mantrap Township for clarification.  Matter tabled until the January meeting.

 

Brian discussed the survey.  The matter was tabled until further notice.

 

Discussion regarding the letter submitted by Bruce Rolanda at last month’s meeting. Brian questioned if Bruce had any comments.  Bruce stated he did not think the Township should be a charitable organization.   Brian states we have received other correspondence from other individuals. Rita Rolando questions who make the decisions on which Lake gets the Money.  Gene stated there are three members on the Board that make the decision regarding the amount of money each Lake is awarded, Gene Hanson states he feels AIS is working.  Discussion followed.
